In early August a permit should be fairly easy to get, 40% of permits are next-day permits that cannot be reserved. Show up at the permit office the day before after 10:30am, and you are almost 100% guaranteed to get a next-day permit for the trip you want to make (which also allows you to camp in the backpacker's camp that evening). Just be flexible -- make plans for a couple of different possible kayaking trips just in case for some reason everybody else makes that same decision -- and you should be fine.
